This research report is the outcome of the assessment of Annual Performance Reports (APRs) submitted to the Green Climate Fund on the progress of implementation of 45 funded proposals (FPs) in 11 select African countries: Cameroon, Cote d’Ivoire, Egypt, Ghana, Madagascar, Malawi, Morocco, Namibia, Nigeria, Kenya and Senegal.

REVIEW OF GCF ANNUAL PERFORMANCE REPORTS OF SELECTED PROJECTS IN AFRICA THROUGH A GENDER LENS

The assessment of the Annual Performance Reports focused on the scope and level of gender integration i.e. (Gender Fully Integrated, Gender Somewhat Integrated, Gender Not integrated) with respect to the involvement of local women and respective groups as actors and beneficiaries in project implementation, in line with the expectation of deliverability on project activities based on approved gender action plan.

The outcomes of the assessment across the 42 APRs show relative gender integration in the implementation of approved gender action plan, with 38% of the funded proposals indicating that gender was fully integrated, while 26% and 36% reflected that gender was somewhat integrated and not yet integrated respectively.

Considerable resources and efforts were committed by the Accredited Entities into ensuring project implementation delivered on frameworks of gender assessment and action plans to meet the goal of gender integration.

The research indicates that gender assessments and gender action plans should be strengthened with clear milestone targets that could be tracked and measured for improved performance on project implementation.
