Developing Local Capacity and Effective Partnerships
Learning from Community-Based Adaptation in Papua New Guinea, Timor Leste, Vanuatu and Vietnam
This research paper has been produced as part of CARE’s community-based adaptation (CBA) learning agenda. It outlines different approaches used to develop local capacity and work effectively with partners in four of its CBA projects (in Papua New Guinea, Timor Leste, Vanuatu and Vietnam).
Funded as part of the Australian Government’s Community Based Climate Change Action Grants (CBCCAG) program, these projects have worked towards the overall program goal of increasing the resilience of communities in developing countries to the unavoidable impacts of climate change.
Through the review and analysis of different approaches, this paper finds that CARE employs approaches to local capacity building and partnership that are complementary and effective.
