Partners for Resilience (PfR)
CARE Netherlands began working with the Dutch alliance Partners for Resilience (PfR), which is financed by the Dutch Ministry of Foreign Affairs in 2011. The second phase of PfR began in 2016 and will be completed in 2020.
The alliance consists of five Dutch NGO’s: the Netherlands Red Cross, the Red Cross/Red Crescent Climate Centre, Cordaid, Wetlands International and CARE Netherlands.
Partners for Resilience aims to reduce the impact of natural hazards on the livelihoods of community members in nine countries, seven of which where CARE is present: Ethiopia, Guatemala, Indonesia, Mali, Philippines and Uganda. PfR also works in India, Kenya, South Sudan, and Haiti.
Ethiopia
Alliance members: Netherlands Red Cross, Red Cross Red Crescent Climate Centre, Wetlands International
Main impact groups: schoool-age girls and women in pastoral communities

Guatemala

Indonesia
Alliance members: Palang Merah Indonesia (member of the International Federation of the Red Cross and Red Cresecent Societies), Wetlands International Indonesia, Cordaid – Karina KWI Yogyakarta, and the Red Cross Climate Centre
Main impact groups: village government, village facilitators, district government, communities, women groups, and farmer groups
CARE partners: CARE International Indonesia and Circle of Imagine Society Timor (CIS Timor)
Where: PfR Indonesia works on the local, district, provincial, national and international level, using a combined bottom-up and top-down approach. At the sub-national level, particular focus is placed on working with communities in DKI Jakarta, Nusa Tenggara Timur (NTT), Central Java, West Java, and the lowland areas of Sumatra and Kalimantan
Mali

Main impact groups: Women and (young) people from vulnerable households. Primarily from farming pastoralist and fisher communities

Where: Sourou basin, Inner Niger Delta
Philippines

Main impact groups: Government sector, civil society organizations, the private sector and communities, MANATUTI River System Water Quality Management Area, and the cities of Malabon, Caloocan and Navotas

Where: Metro Manila – Navotas city, Malabon city and Valenzuala city
Uganda

Main impact groups: Small scale agro-pastoralists, with special attention to women and youth

PfR uses an integrated approach, called Integrated Risk Management (IRM), to mitigate disaster risk and enhance livelihoods, particularly by addressing climate change and ecosystem management and restoration.
Integrated Risk Management: CARE defines Integrated Risk Management (IRM) as the systematic process of reducing disaster risks through anticipative, absorptive, adaptive and transformative actions, taking into account the effects of climate change and the role of ecosystems. It addresses the drivers of risk, the capacities and assets of communities and individuals, and their enabling environment.
